The Commission for Monitoring the Development of the Municipal Financing System on July 4, 2018, held its 32nd session. On the session were discussed and adopted the draft - decrees on the methodologies for determining the criteria for allocation of block grants related to culture, primary and secondary education, kindergartens and nursing homes for the elderly people., The members of ZELS invited to attend this meeting the representatives of the present donor organizations in the Republic of Macedonia, which support projects in the area of local self-government.

The representative of the Ministry of Education and Science pointed out that the next year it is envisaged to increase the block grants for education without any major changes in the formula, except certain improvements in the funds provided for the children with special needs. According to the analyzes, 84% of the determined funds for primary education will be needed for the payment of teachers' salaries, meanwhile more than 70% of the determined funds for secondary education will be needed for salaries and 20% for students’ transportation. Considering the continuous decrease of the students’ number, the representatives of the Ministry of Education and Science recommended the municipalities seriously to approach the implementation of rationalization of municipal school networks, undertaking measures for saving energy, preparation of more sustainable public procurement for student transportation and others.

The president of the Commission on finances, Ace Kocevski pointed out that the lack of financial resources in all block grants is evident, in particular in education, whereby independently of the municipal efforts for "economic performance", the funds are insufficient for the implementation of their competencies. According to this, he highlighted that the effects of the current organizational concept of the implementation of the decentralization process in the country should be re-examined, by preparing a comparative analysis of the organizational system in EU countries and the region. Their good experiences can be taken as a basis for proposing future recommendations to re-examine the current organizational concept of the local government. In fact, this was the reason that representatives of foreign donor organizations were invited to attend the meeting, as well as the aim to ask them for support in the elaboration of such quality analyzes. Considering the short term for scheduling this meeting, attended only representatives of UNDP and the World Bank, who presented their current projects in the country, as well as their prepared analyzes in this direction and the possibilities for offering such support. It was concluded that so far several fragmented segments of the local governance have been analyzed, therefore it is required more extensive analysis which will give comprehensive outline of the current positive sides, as well as weaknesses and recommendations for the further development of the local government organization in the country.
