ZELS Newsletter’s May edition published

 The Managing Board of ZELS at its fifth session, held this month, adopted the new Systematized positions of the Association. It is a list of proposals and requests, which should represent the starting point of ZELS in the negotiations with the central government, with aim to improve the situation in the municipalities and the development of the decentralization process in the country. The session was attended by the State Secretary of the Ministry of Finance, who asked for greater efficiency from municipalities in implementing the new Law on Reporting and Registration of Commitments. It was also discussed the initiative submitted by the Municipality of Tetovo, which refers to the Draft Law on Amendments to the Law on Games of Chance. The present members of the Managing Board of ZELS discussed on many other local government challenges, including: the application of the Law on Treatment of Illegally Constructed Objects, the regulation of the traffic regime and parking areas, the condition of stray dogs, the long process of adopting the detailed urban plans and others.

During this month, a large number of LSGU representatives who followed the training in the first quarter of the year, applied and took the theoretical and practical exam to acquire an authorization for conducting the proceedings for alienation and leasing of construction land, owned by the Republic of Macedonia. The percentage of the applicants who have acquired this license is really large, therefore a larger number of municipalities fulfilled one more condition, needed for taking over this competence, which so far is performed by 46 local self-government units.

The President of ZELS, Petre Shilegov held a meeting with the Minister without Portfolio in the Government of the Republic of Macedonia, in charge of communications, accountability and transparency, Robert Popovski. At the meeting was presented the accountability tool of public officials’ costs, which certain period is applied by the Government of the Republic of Macedonia, its ministers and other holders of public functions. It was suggested to the public officials in the local government to consider the possibilities for its application.

The Commission for Monitoring the Development of the Municipal Financing System this month held a constitutive session, at which was elected the Mayor of the Municipality of Veles, Ace Kocevski as President of the Commission.

In the premises of the ZELS Training Center, the representatives of the LED Departments, the representatives of the Commissions for Gender Equality, the municipal coordinators, as well as the members of the ZELS Finance Network got introduced with the innovations of the BFC SEE Program. They reviewed numerous issues related to gender equality and responsible gender budgeting. Delegation consisted of thirty representatives from the local authorities of Kosovo visited ZELS with aim to exchange good experiences and practices between local authorities from both countries.
