The BFC SEE certificate was presented to the councilors of the working group for local economic development

The thematic working group for local economic development (LED), comprised of 24 presidents of municipal councils, established within the project “Strengthening of Municipal Councils”, on April 9th, 2019, held the first meeting in the UNDP premises in Skopje. The attendees elected Agron Beqiri, the President of the Council of the Municipality of Arachinovo, for the coordinator of this working group. The LED Working Group is one of the seven thematic groups established within the framework of this Project, implemented by the United Nations Development Program (UNDP) in partnership with ZELS and the Association of Financial Workers, UN Women, the Ministry of Local Self-Government and the Ministry of Finance and supported by the Swiss Agency for Cooperation and Development (SDC).

The councilors were introduced to the tools and objectives of this Project, as well as current projects and programs related to the development of the local economy in the municipalities. They were encouraged to use these meetings to present initiatives for improving the local economic development, as well as initiatives for providing a better role for the councilors in the overall process of implementation of the competencies at the local level. Then they will be sublimated and submitted to the Committee of the Councils of ZELS, and in the form of conclusions to the Managing Board of ZELS for consideration. At the meeting, the attendees got acquainted with the possibility to inform themselves electronically about important issues from the work of the municipal councils and the development of the decentralization in the country. They can do this through the established electronic learning platform www.opstinskisoveti.mk, which is available for each of the 1347 councilors in the country. This platform is used by councilors once they receive their own password for entering the platform, where they can make on-line communication with other councilors, to exchange experiences, good practices and ideas on more topics from their competencies in local government.

The councilors were also informed in detail about the regional program “Business Friendly Certificate - BFC SEE”, where ZELS and the Union of Chambers of Commerce (UCC) have the role of a national body for our country. The National Coordinator from ZELS paid particular attention to the presentation of the benefits that this program offers for the local government, as well as the entire process through which a municipality should pass in order to be able to acquire the regional certificate - BFC SEE. The attendees were informed that after the end of the presidential elections in the country, a public call for application of the interested municipalities will be announced, explaining the process of applying itself.

UNDP in cooperation with SIDA has recently started the realization of the project “Building municipal capacities for project implementation”, which is aimed at supporting municipalities to develop technical documentation for infrastructure projects. Previously, the municipal development of local authorities will be ranked in three categories: highly developed, medium-developed and less - developed municipalities. On this basis, it will be determined which municipalities will receive support. The main goal is to reduce the disparity among the municipalities and ensure balanced regional development. More than 50 projects are expected to be involved, depending on how many municipalities will meet the previously established criteria. The project started in December 2018 and will last until 2021.

The presidents of the municipal councils pointed out that these meetings mean a great support in their work, in expanding their knowledge of the competences of the local government and their actual decision making powers, emphasizing that they expect a greater exchange of information and new mutual meetings with the municipal councilors from the rest of the country in the future.
