The municipalities discussed about the possibilities for using the World Bank funds for local road infrastructure

On 30th and 31st January 2019, in the administrative building of ZELS, several meetings of the mayors and the representatives of the local government, from the eight planning regions in the country, were held with representatives from the World Bank and the Ministry of Transport and Communications. It is about starting the process of identification of the project for improvement of the local road infrastructure in the country, for which the Government of the Republic of Macedonia receives a loan from this international institution, in the amount of 70 million Euros, that the municipalities will receive as a grant. It was pointed out that the project unit within the Ministry of Transport and Communications will be responsible for the realization of these activities. The meetings were initiated by the World Bank in order to receive the mayors' opinions in defining the project, respectively how, the funds can be best allocated and which criteria would be most effective for the municipalities in the allocation of these funds.

The municipalities expressed satisfaction with this financial support from the Government, especially because currently it is a rather unstructured and ruined road infrastructure, which is faced by almost all municipalities in the country. They pointed out that, due to weak fiscal capacities, they cannot generally provide greater infrastructure. Some of them that have blocked accounts or very low budgets are not able to provide even permanent maintenance of local roads.

The attendees had the opinion that the project should give a wider opportunity for using the funds, i.e. do not be strictly limited the purpose of their using. It was suggested that municipalities should have the opportunity to determine their own priorities, whether these funds are currently needed for rehabilitation of the existing local road network, for the construction of new streets or for their maintenance. It was also pointed out that the project should be determined in such a way that each municipality will have the opportunity to receive from these funds and use them according to its priorities for building a street to an industrial zone or to a certain inhabited place, for reconstruction or maintenance of the existing road network or for connection of certain settlements.

Mayors expressed their opinions and the tendency for greater support to rural areas and municipalities with small fiscal capacities. They pointed out the methodology according to which the current allocation of the VAT assets of the municipalities is carried out, can be used in this allocation too. That methodology includes the number of inhabitants, the size of the territory, the density of population, and it is especially important that a lower and upper limit of the funds, below and beyond which no municipality can receive funds, is determined. This contributes to fairer allocation of funds in favor of smaller municipalities. As a second model, which was also indicated as a possible criterion, is the allocation of funds from the Road Fund. At the meeting, it was pointed out that as a criterion, the level of collection that the municipality could realize for collecting their own taxes could be considered.

At the meeting, the representatives of the World Bank expressed the following idea for consideration: some of these funds could be used by the municipalities to establish or improve the system for maintenance of the road infrastructure. Respectively, it could be the provision of an electronic platform for existing local infrastructure, the establishment of maintenance systems with the support of public enterprises, etc. Many of the municipalities, especially the smaller ones, pointed out that the maintenance of the road network is realized with their own mechanization, so it would be helpful for them if they can use a part of the funds to replace or supplement the dilapidated and non-functional mechanization.

Municipalities were unanimous in the request while creating the project by the World Bank, within the project's calculation, the municipality to have the opportunity to also calculate the necessary amount for the payment of VAT for the realization of the activities that was envisaged.

The attendees also pointed out the real state of insufficient utilization of the funds from a series of previous international projects, due to poor technical documentation submitted by the municipalities or the inability to provide it. Therefore, it was suggested, following the example of the Ministry of Labor and Social Policy, that the project office that will be opened at the Ministry of Transport and Communications will provide direct support to the municipalities by preparing the necessary project documentation, especially for the smaller municipalities that have no finances or staff to do so. It was also pointed out that the commissions should have a more flexible relationship for approving the projects that have being submitted. The smaller municipalities proposed that the project documentation should be compulsory only in case of building a new street, and when it comes to rehabilitation of roads, only calculation should be submitted. This will save money and time.

The representatives from the World Bank thanked for the presented proposals and opinions that they said were of great importance in the creation of the project. They pointed out that it is expected to be approved by the end of the year, and the realization will begin in 2020. The mayors proposed that the municipalities that have already prepared documentation should have the opportunity to use the funds as soon as possible. The representative of the Ministry of Transport and Communications said that they are actively considering this possibility.
